My sister inlaws husband is from Mexico and was denied a spousal visa. Is there anything else they can do?

They met in the US while he was here illegally. They returned to Mexico to apply for a Fiance visa and he was denied and banned from the US for 10 years because he was honest about being in the US illegally. They got married and had a baby in Mexico and applied for a spousal visa again he was denied. We really want them back home and they want to come home. A very formal, very convincing letter can be written to the consulate of United States in Mexico. You or she, whoever writes it, has to explain the hardship without him here in the US and how him being away from you has affected your lives. They'll probably, not definitely, waver the ten year bar but at least half.
Entering the US illegally is a federal crime. It comes under a federal criminal statute thereby making it a crime. If he didn't want to do the time he shouldn't have done the crime! You can apply for a I-601 waiver but it will most likely be denied.
They can always hire an attorney. (You sound like you think he deserves a medal for not committing a federal felony and perjuring himself on the immigration paperwork.)
